最近、AI-PVをめぐって、次の二つの言葉を目にする機会が増えてきました。
“AI-integrated PV”
既存のPV Systemに、個別のAI機能を連携・追加する。
“AI-native PV”
AIが、データ、業務プロセス、判断支援、監査証跡を含むPV/Safety Platform全体に組み込まれている。
将来的に、Safety Platformが“AI-native”へ進化していくという方向性は、十分に理解できます。
一方、日本の多くの製薬企業のPV部門にとって、当面の現実的な問いは、もう少し手前にあるのではないでしょうか。
「現在使用しているPV Systemを継続しながら、2027年度に何を始めればよいのか?」
「大規模なSystem Replaceを行わずに、AI-PVの有用性と信頼性をどのように確認すればよいのか?」
AI-native Platformへの全面移行と、何もしないことの二者択一ではありません。
既存のSafety Systemを維持しながら、段階的に進めることができます。
■ 2027年度に向けた現実的なアクション
1.AI-PV Readiness Assessment
現在のPV業務、システム、手作業、品質上の課題を整理し、AI適用候補とリスクを明確にする。
2.1~2ユースケースに限定したPOC/FS
例えば、文献スクリーニング、症例情報抽出、MedDRA候補提示、Narrative Draft、翻訳、QC支援などから、自社に適した対象を選定する。
3.業務効果と信頼性を同時に評価
処理時間や工数削減だけでなく、精度、重大エラー、False Negative、人間による修正率、例外処理も評価する。
4.Human Oversightと信頼性保証を設計
AIの出力を誰が、どのタイミングで、どの程度確認するのか。本番稼働後の性能をどのように継続監視し、記録するのかを設計する。
5.次の投資判断につなげる
現行SystemへのAI機能追加、外部AIとの連携、限定的な本番導入、対象業務の拡張、将来のAI-native Platformへの移行などを、POC/FSの結果から判断する。
2027年度に必要なのは、必ずしも大規模なSafety System Replace予算ではありません。
まずは、自社にとって有用で、信頼でき、説明可能なAI-PVの適用範囲を見極めるための「評価・実証予算」を確保することが、現実的な第一歩ではないでしょうか。
AI-native Safetyは、重要な将来像の一つです。
しかし、すべての企業が同じ出発点、同じ速度、同じ経路でそこへ進む必要はありません。
重要なのは、ベンダーの製品ロードマップだけでなく、MAH自身のPV業務、患者安全責任、リスク許容度、投資計画に基づいて、現実的な移行経路を設計することです。

【From “AI-integrated PV” to “AI-native PV”
— What Should PV Organizations Start in FY2027?】
Two terms are appearing increasingly often in discussions about AI in pharmacovigilance:
“AI-integrated PV”
Individual AI capabilities are connected to or added to an existing PV or safety system.
“AI-native PV”
AI is embedded across the PV/Safety Platform, including its data, operational workflows, decision support and audit trails.
The direction toward AI-native Safety platforms is understandable and represents an important vision for the future.
For many pharmaceutical PV organizations, particularly in Japan, however, the immediate question may be more practical:
“What can we realistically start in FY2027 while continuing to operate our current safety system?”
“How can we evaluate the value and reliability of AI-PV without undertaking a large-scale system replacement?”
The choice is not limited to either migrating immediately to an AI-native platform or doing nothing.
Organizations can take a phased approach while maintaining their existing safety systems.
■ Practical actions for FY2027
- Conduct an AI-PV Readiness Assessment
Review current PV operations, systems, manual activities and quality challenges, and identify suitable AI use cases and associated risks.
- Select one or two use cases for a focused POC/FS
Possible starting points include literature screening, case data extraction, MedDRA coding suggestions, narrative drafting, translation and QC support.
- Evaluate both business value and reliability
In addition to efficiency and processing time, assess accuracy, critical errors, false negatives, human correction rates and exception handling.
- Design Human Oversight and assurance controls
Define who reviews AI outputs, when intervention is required and how much human review is appropriate. Also determine how AI performance will be continuously monitored and documented after deployment.
- Make an evidence-based investment decision
Based on the POC/FS results, organizations can decide whether to add AI capabilities to the current system, integrate an external AI solution, proceed with a limited production deployment, expand the use cases or prepare for a future AI-native platform.
FY2027 planning does not necessarily require a large budget for replacing the entire safety system.
A more practical first step may be to secure a focused assessment and feasibility budget to determine where AI-PV can be useful, reliable and explainable within the organization’s own operating environment.
AI-native Safety may represent an important destination.
However, not every organization needs to begin from the same point, move at the same speed or follow the same route.
The key is to design a practical transition pathway based not only on vendor product roadmaps, but also on the MAH’s PV operations, patient-safety responsibilities, risk tolerance and investment priorities.
